Electric vehicles: Nigeria has run VAT and levy reliefs for electric vehicles at various times. Do not assume an exemption applies to your HS code and shipment date without written confirmation.

Before you quote: Nigeria's 2026 changes were widely reported as an "import tariff cut to 5%". That describes the NAC levy; the 20% base import duty was not reduced. Published breakdowns still disagree on the landed NAC rate for cars and on which valuation method sets the CISS/FOB levy, so two lines above are shown as bands. Have your clearing agent confirm the full stack in writing before you price a unit.

Electric vehicles: The EV band is the whole reason a Chinese BEV or EREV can land near an ICE SUV in Ghana. That advantage rides entirely on a government incentive, so confirm the current rate before you quote a retail customer, not after.

Electric vehicles: The 10% excise row for electric and hybrid vehicles is the single biggest lever in Kenya — it replaces a petrol band that can reach 35%.

Before you quote: Kenya is the market where a CIF-based estimate misleads most often, because KRA assesses on CRSP. If the CRSP value for your model is higher than your CIF, every line above scales up with it.

Before you quote: Duty and VAT are the easy part in the UAE. The costs that actually derail shipments are GCC-spec conformity and the ESMA certificate — a unit that fails on lighting, cooling or a missing conformity certificate cannot register until it is modified.

Before you quote: Customs duty on vehicles is set per tariff line and is not published here as a flat rate — confirm your exact HS code with ZATCA. Conformity is the real gate: register the shipment through the SABER platform and obtain the shipment conformity certificate BEFORE loading. A GCC-spec claim is not a substitute.

Before you quote: The 15,000-unit duty-and-VAT-free EV quota was exhausted around 15 October 2025. An electric car no longer clears free — budget 16% VAT plus the recycling fee. The recycling fee (50 MRP × a coefficient for engine volume and age) is not modelled here; confirm the current figure before quoting.

Before you quote: The recycling fee (утильсбор) is the number that decides whether a unit pencils out, and it is deliberately NOT estimated here. Since December 2025 it scales with engine power and the preferential rate is kept only up to 160 hp — nearly every popular Chinese export SUV sits above that line. It is indexed annually and has changed repeatedly. Model it per unit before you commit to a container.

Importing a Chinese car to Chile

Before you quote: The Chile–China FTA can give preferential treatment to qualifying Chinese-origin goods, so customs duty is not shown as a flat rate — verify the exact 8703 subheading, the 2026 preferential rate and your origin certificate. Preference is not automatic, and if a condition fails Chile applies the general tariff. Separately, a vehicle registered in Chile needs the applicable 3CV homologation route.

Markets with no publishable flat rate

In these countries the charge is derived per HS code, per VIN or per importer, so a single percentage would be wrong more often than right. We link the government service instead.

Uzbekistan

Uzbekistan publishes no flat rate we are willing to reproduce. Treatment is calculated per HS code through the State Customs Committee Integrated Tariff service, then VAT, customs processing and the vehicle utilisation fee are added. Do not quote from an older "EVs are duty-free since 2019" article — run the live tariff. Clearing in Kazakhstan is not a shortcut: the Kazakhstan-only clause blocks it.

Georgia

Georgia charges by vehicle age and technical characteristics, so no percentage is published here. Run the official Auto/Moto levy calculator against the VIN and get broker confirmation. Two things matter for re-export traders: a car released into free circulation and exported out of Georgia within 180 calendar days may qualify for a 100% refund of paid excise and import duty (VAT, service fees, storage and transport follow separate rules), and right-hand-drive or converted-steering vehicles face multiplied excise rates.

Ethiopia

Ethiopia restricts combustion passenger-car imports and channels policy toward pure electric vehicles, and the applicable charges depend on the Customs Commission tariff, Ministry of Finance VAT and excise directives, and any investment or fleet exemption held by the importer. No single percentage from a news article is safe to quote. Foreign-exchange availability is a separate and often harder constraint than the duty itself.

FAQ

Questions buyers actually ask

How accurate is this landed-cost estimate?
It is a budgeting tool, not a customs declaration. Every rate is published with the source we took it from and the date we last checked it, and where a government publishes a band rather than a single rate we show the band instead of picking a number. Duty regimes in these markets change mid-year — Nigeria cut vehicle duty in 2026, Kazakhstan raised VAT and exhausted its EV quota, Russia re-based the recycling fee on engine power — so confirm the current stack with your clearing agent before you commit to a deposit.
Why do some countries show no percentage at all?
Because publishing one would be dishonest. Uzbekistan derives treatment from HS code, origin, sending country and trading country through its Integrated Tariff service. Georgia charges by vehicle age and technical characteristics per VIN. Ethiopia depends on the Customs Commission tariff plus any exemption the importer holds. For those markets we link the official calculator instead of inventing a rate.
Why is Kenya calculated differently?
Kenya Revenue Authority does not assess on your invoice. It values the vehicle from its CRSP schedule, a published retail price list depreciated for age, and every duty and tax line is computed from that figure. If the CRSP value for your model is higher than your CIF, the whole stack scales up with it. Use the estimate here for shape, then re-run it on the CRSP value for the exact model and year.
Does the calculator include the recycling fee for Russia and Kazakhstan?
No, and that is deliberate. Russia ties the recycling fee to engine power with the preferential rate kept only up to 160 hp, and nearly every popular Chinese export SUV sits above that line. Kazakhstan calculates it as 50 MRP multiplied by a coefficient for engine volume and age. Both are indexed and have changed repeatedly, so they must be modelled per unit and per date rather than estimated from a percentage.
Is an electric vehicle always cheaper to land than a petrol one?
No, but it often is, and the gap is usually bigger than the FOB difference suggests. Ghana applies a reduced EV duty band against 35–45% for combustion vehicles. Kenya charges 10% excise on electric and hybrid units against a petrol band reaching 35%. Kazakhstan keeps a 0% WTO tariff on electric vehicles, though they now carry 16% VAT and a Kazakhstan-only clause that blocks re-export into the EAEU. Every one of those advantages depends on an incentive that a government can withdraw.
What is not included in this estimate?
Inland transport in China, export handling and documentation, destination port charges, storage and demurrage, clearing agent fees, conformity and homologation costs such as SABER in Saudi Arabia, ESMA in the UAE or 3CV in Chile, local registration, and any recycling or utilisation fee.
