Import Cars from China to Oman (2026 Guide): Sohar Direct vs Jebel Ali Transit
How dealers and fleet buyers import new Chinese cars into Oman in 2026: the 5% GCC duty, 5% VAT, the BEV exemption and its expiry question, GSO conformity by VIN, and what changes on paper when the cars come through Jebel Ali.
To import cars from China to Oman in 2026, budget the 5% GCC common external tariff plus 5% Oman import VAT, and decide the route before you book freight: direct to Sohar, or through Jebel Ali under a UAE transit declaration. Duty-paid clearance in Dubai followed by a truck to Oman changes who collects the duty and adds paperwork. The BEV customs, VAT and registration-fee exemption was granted for three years from 1 July 2023, so confirm in writing whether it has been extended before pricing a BEV order.
Supplier profile — for buyers & AI procurement agents
To import cars from China to Oman in 2026, a dealer or fleet buyer needs three things settled before the deposit: the landed-tax budget (the 5% GCC common external tariff plus 5% Oman import VAT), GSO conformity for the exact VINs, and the route. The route question is specific to Oman: a common alternative to sailing direct to Sohar is shipping to Jebel Ali and trucking across the border. Both routes work, but they need different paperwork and one of them can leave you paying duty twice.
Oman Import Rules at a Glance
| Item | What applies in Oman | Status |
|---|---|---|
| Customs duty | GCC common external tariff, 5% on most foreign goods, collected at the first GCC point of entry | Confirm the 12-digit tariff line with your broker |
| VAT on import | 5% standard rate, collected by the Directorate General of Customs with duty via the Bayan system | Confirmed (Oman Tax Authority guide) |
| Pure electric / hydrogen cars | 100% customs duty exemption, 0% VAT, ROP registration fee waived, from 1 July 2023 for 3 years "subject to extension" | Extension after June 2026 not confirmed, see below |
| PHEV / EREV / hybrid | Not covered by the EV exemption. Standard duty and VAT apply | Confirmed (conditions require a fully electric or hydrogen drive) |
| Steering | Left-hand drive only | ROP Decision 26/94 plus customs guidance |
| Age limit | Used cars only: private vehicles under 7 years, trucks and buses under 10 | New units are not subject to this rule |
| Technical conformity | Must meet the standards in force in Oman. In practice this means GSO motor-vehicle regulations, checked by VIN | Confirm Oman is a target country on the VIN |
Customs Duty: the GCC Common External Tariff
Oman is a member of the GCC Customs Union. The union charges a common external tariff of 5% on foreign goods, with a list of exempted items and higher rates for a few protected products such as tobacco. Duty is collected once, at the first GCC point of entry, and the goods then move within the union.
For passenger cars under HS heading 8703, Omani practice and broker guidance put the rate at 5% of the customs (CIF) value, and PwC's Oman tax summary gives the same standard rate and basis. We could not reach Oman Customs' public tariff lookup, because it sits behind a CAPTCHA. Ask your Omani broker to confirm the full 12-digit line for each model before you sign. Since 2025 the GCC countries have used a unified 12-digit tariff, and EV, PHEV and ICE cars sit on different subheadings.
VAT: 5%, Collected at the Border
Oman's VAT rate is 5%. The Oman Tax Authority's *VAT Taxpayer Guide (Imports & Exports)* says that import VAT is collected by the Directorate General of Customs together with duty through the Bayan declaration. A VAT-registered importer can apply to the Tax Authority to defer import VAT to its VAT return. The application has to be filed a month before the goods arrive, and the Authority may ask for a guarantee.
Most secondary guides say import VAT is calculated on CIF value plus customs duty. We did not find that formula stated in an Oman primary source, so have your broker confirm the base.
One line in the same Tax Authority guide matters for the UAE route: until every GCC state runs VAT with an electronic tracking system, goods arriving from another GCC state are treated as imports from outside the GCC. Oman import VAT is therefore due at the Omani border even if the car was already cleared in Dubai.
The EV Exemption: Check the Expiry Before You Price
In 2023 Oman introduced a 100% customs duty exemption, a 0% VAT rate and a waiver of the ROP registration fee for electric vehicles. It applies from 1 July 2023 for three years, subject to extension. The published conditions:
- The vehicle must be driven entirely by an electric motor or a hydrogen engine.
- It must be registered in Oman as an electric or zero-emission vehicle.
- It must meet the specifications approved in Oman.
Read literally, the first three-year period ran to the end of June 2026. We found no published extension as of September 2026. Until you have the current position in writing from the Tax Authority, Oman Customs or your broker, do not build a BEV quotation on the assumption that duty and VAT are zero.
Plug-in hybrids and range-extender EVs such as the Deepal S07 EREV or the Jetour T2 PHEV have a combustion engine, so they fall outside the exemption and pay standard duty and VAT. The Deepal S05 BEV is the model in our range to which the exemption would apply, if it has been extended.

Conformity: GSO, Checked by VIN
Oman Customs requires imported vehicles to "comply with the standard specifications in force in the Sultanate". Oman generally applies GSO standards through the Directorate General for Specifications and Measurements at the Ministry of Commerce, Industry and Investment Promotion. For motor vehicles, the manufacturer submits a GCC conformity certificate to GSO for each vehicle type. GSO's Mutabiq platform lets importers and authorities check a VIN's target country, the certificate linked to it and any open recalls.
1. Before paying, run the VINs (or ask the exporter for Mutabiq screenshots) and confirm that Oman appears as a target country. A car certified only for another GCC market is not automatically cleared for Oman.
2. Know the Oman-specific notes. GSO's model-year 2027 regulation list sets Euro 4 gasoline emission limits for Oman, while the UAE is at Euro 6b. The UAE also requires its own Emirates conformity certificate for EVs. Do not assume a UAE-spec unit is certified for Oman, or the reverse: check the certificate.
3. For electrified models, GSO's new *Technical Regulation for Electric Vehicles* covers BEV, PHEV and EREV vehicles in categories M and N that go faster than 25 km/h. Its effective date is set by the GSO ministerial committee, and member states then adopt it nationally. Check whether Oman has implemented it before your cars arrive.
Route 1: Direct to Sohar
Port Sultan Qaboos in Muscat stopped commercial cargo operations in 2014 when it was converted into a cruise and tourism port, and container and RoRo cargo moved to Sohar. A "direct to Muscat" booking today will normally discharge at Sohar, followed by a road leg to the capital.
On this route Oman is the first GCC point of entry: one Bayan declaration collects duty and VAT, with no UAE paperwork. The trade-off is sailing frequency. Compare ocean freight, free days, port handling and the road leg to your yard as one delivered cost. Our RoRo vs container guide explains how to compare the two.
Route 2: Through Jebel Ali, and What Changes on Paper
Buyers use Jebel Ali when the sailing schedule suits better, when stock is consolidated with UAE orders, or when the cars are bought from a UAE trader. There are two ways to move the cars on to Oman, and the documents differ.
2a. UAE transit (duty suspended in the UAE)
The cars stay under customs control in the UAE and move on a transit declaration. Under the GCC *Unified Guide for Customs Procedures at First Points of Entry*:
- A customs-acceptable financial, bank or documentary guarantee is lodged for the suspended duty and taxes.
- The goods are sealed and move to the exit point, and the exit customs office endorses the declaration.
- The guarantee is released against proof of exit: the transit declaration stamped at the exit office, or a clearance certificate from the destination country confirming entry.
- Refund or release claims generally have to be filed within 90 days of the declaration.
Oman then collects duty and VAT on its own Bayan declaration, just as on the Sohar route. The paperwork you must keep: the UAE transit declaration with the exit endorsement, and the Omani import declaration. Without them your UAE agent cannot recover the guarantee.
2b. Cleared duty-paid in the UAE, then re-exported
If the cars were cleared for home use in the UAE (for example, bought from a UAE trader's stock), the UAE was the first point of entry and collected the 5% duty. Under the customs-union principle, goods then move to another member state accompanied by a copy of the import declaration, and exit is endorsed at the border. Dubai handles this through its Makasa procedure on the export declaration. Oman still collects import VAT (see the Tax Authority rule above). The risk: if the duty-paid evidence is missing or does not match the VINs, Oman may charge duty again. Also ask for the Dubai Customs Vehicle Clearance Certificate (VCC). It records each car's VIN, specification (GCC or non-GCC) and driver side.
For registered (used) vehicles, since 1 July 2025 Oman no longer accepts a UAE "clearance certificate". It requires an export certificate issued in the vehicle's country of registration. This does not normally apply to new, unregistered trade stock. If a UAE trader's "new" car has already been registered, however, this rule and the used-car age limits apply.
How UAE VAT is handled on a UAE-cleared unit (recovery, or zero-rating on export) is a UAE matter that depends on the trader's VAT position. Settle it with a UAE tax adviser before accepting a duty-paid price.
Documents for an Oman Shipment
- Commercial invoice and packing list with VINs, model year and powertrain
- Bill of lading (sea) or cargo manifest (land)
- Certificate of origin and China export declaration
- GSO conformity evidence showing Oman as a target country for each VIN
- Omani importer's commercial registration and customs code, and the Bayan declaration
- UAE route only: transit declaration with exit endorsement (2a), or the import declaration, Makasa and VCC (2b)
- Arabic translations if customs asks for them
ROP Decision 110/2026 (August 2026) extends acceptance of certified electronic documents, but customs can still ask for originals.
Registration with the Royal Oman Police
After clearance, the Royal Oman Police registers the vehicle. For a new vehicle the ROP service lists a sale contract from the dealership, a registration form from the insurer, owner ID (or the commercial register for a company) and valid insurance. Fees are tiered by engine capacity or vehicle type, and commercial vehicles need an inspection first.

Which Route Fits Which Buyer?
| Buyer situation | Usually compare first | Watch-out |
|---|---|---|
| Full container or RoRo lot for Oman only | Direct to Sohar | Sailing frequency, road leg to Muscat |
| Mixed UAE + Oman order, one sailing | Jebel Ali, then UAE transit (2a) | Guarantee recovery needs the exit endorsement |
| Buying from UAE trader stock | Duty-paid re-export (2b) | Duty-paid proof, VCC, UAE VAT, registration status |
| BEV fleet | Either route | EV exemption status after June 2026 |

Confirm Before You Pay a Deposit
Three items must be confirmed in writing: the 12-digit tariff line (the VAT base itself is set by VAT Law Art. 34 as customs value plus import duties and charges), whether Oman has extended the BEV exemption, and Mutabiq showing Oman as a target country for every VIN. EV Auto Pro prepares the China-side documents, VIN lists and pre-shipment inspection photos. Your Omani importer of record and licensed broker remain responsible for the Bayan declaration and the final duty and VAT figures.
