Your shipment

Freight and insurance are your numbers, not ours — we do not publish a shipping rate we cannot hold. Ask us for a current RoRo or container rate to your port and we will quote it separately.

Want the real number instead of an estimate?

Send us the model, quantity and destination port. We return an itemised quote — vehicle, inland transport, export handling, documentation and freight stated separately as EXW, FOB or CIF — so you can see exactly what is and is not included before any deposit.

Duty and tax rates by market

Every rate below carries the source we took it from and the date we last checked it. Where a government publishes a band, we show the band.

Importing a Chinese car to Nigeria

Verify before you quote · checked 2026-09-07

Assessed on: CIF value assessed by Nigeria Customs, not your commercial invoice alone.

Charge Rate Calculated on
Import duty Base duty on CIF. Not reduced by the 2026 measures — it is the NAC levy that fell. 20% CIF value
NAC levy Cut with effect from 1 July 2026. Sources conflict on the landing rate for cars: the same breakdown states both "15% to 5%" and "20% to 10%", so the band is shown rather than a single figure. 5–10% CIF value
CISS / FOB levy Rate depends on the valuation method Customs applies to your shipment. 1–4% CIF value
Surcharge (7% of duty) 7.0% the duty amount
Green Tax (engine capacity surcharge) Petrol / diesel (ICE), Hybrid (HEV), Plug-in hybrid / EREV From 1 July 2026: 2% for 2,000-3,999cc and 4% for 4,000cc and above; nil below 2,000cc. A battery-electric unit has no engine capacity to rate. 0–4% CIF value
ECOWAS levy 0.5% CIF value
VAT 7.5% CIF + duty + levies

Electric vehicles: Nigeria has run VAT and levy reliefs for electric vehicles at various times. Do not assume an exemption applies to your HS code and shipment date without written confirmation.

Before you quote: Nigeria's 2026 changes were widely reported as an "import tariff cut to 5%". That describes the NAC levy; the 20% base import duty was not reduced. Published breakdowns still disagree on the landed NAC rate for cars and on which valuation method sets the CISS/FOB levy, so two lines above are shown as bands. Have your clearing agent confirm the full stack in writing before you price a unit.

Importing a Chinese car to Ghana

Verify before you quote · checked 2026-09-06

Assessed on: CIF value; duty band is set by engine size for combustion vehicles.

Charge Rate Calculated on
Import duty Petrol / diesel (ICE), Hybrid (HEV) Band depends on engine size. 35–45% CIF value
Import duty (EV incentive rate) Battery electric (BEV), Plug-in hybrid / EREV Reduced rate under the government EV incentive — confirm it is still in force for your shipment date. 5–15% CIF value
VAT 17.5% CIF + duty + levies
NHIL 2.5% CIF + duty + levies

Electric vehicles: The EV band is the whole reason a Chinese BEV or EREV can land near an ICE SUV in Ghana. That advantage rides entirely on a government incentive, so confirm the current rate before you quote a retail customer, not after.

Importing a Chinese car to Kenya

Verify before you quote · checked 2026-09-06

Assessed on: KRA values from its CRSP schedule (a published retail price list, depreciated for age) — NOT your FOB or CIF invoice. Treat the figure below as a shape check, then re-run it on the CRSP value for the exact model.

Charge Rate Calculated on
Import duty 25% CIF value
Excise duty (BEV / hybrid) Battery electric (BEV), Plug-in hybrid / EREV, Hybrid (HEV) 10% CIF + duty
Excise duty (petrol / diesel) Petrol / diesel (ICE) Band depends on engine size. 20–35% CIF + duty
VAT 16% CIF + duty + levies
Import Declaration Fee (IDF) 3.5% CIF value
Railway Development Levy (RDL) 2% CIF value

Electric vehicles: The 10% excise row for electric and hybrid vehicles is the single biggest lever in Kenya — it replaces a petrol band that can reach 35%.

Before you quote: Kenya is the market where a CIF-based estimate misleads most often, because KRA assesses on CRSP. If the CRSP value for your model is higher than your CIF, every line above scales up with it.

Importing a Chinese car to United Arab Emirates

Rates cited to an authority · checked 2026-09-06

Assessed on: CIF value, but customs may substitute its own assessment if the declared price looks below market.

Charge Rate Calculated on
Customs duty 5% CIF value
VAT 5% CIF + duty

Before you quote: Duty and VAT are the easy part in the UAE. The costs that actually derail shipments are GCC-spec conformity and the ESMA certificate — a unit that fails on lighting, cooling or a missing conformity certificate cannot register until it is modified.

Importing a Chinese car to Saudi Arabia

Verify before you quote · checked 2026-09-06

Assessed on: CIF value as assessed by ZATCA.

Charge Rate Calculated on
VAT 15% CIF + duty

Before you quote: Customs duty on vehicles is set per tariff line and is not published here as a flat rate — confirm your exact HS code with ZATCA. Conformity is the real gate: register the shipment through the SABER platform and obtain the shipment conformity certificate BEFORE loading. A GCC-spec claim is not a substitute.

Importing a Chinese car to Kazakhstan

Rates cited to an authority · checked 2026-09-06

Assessed on: Customs value under EAEU rules.

Charge Rate Calculated on
Customs duty (BEV) Battery electric (BEV) The 0% WTO tariff still applies to electric vehicles — but the unit carries a Kazakhstan-only clause and cannot be re-exported to Russia, Belarus, Armenia or Kyrgyzstan. 0% CIF value
Customs duty (combustion / hybrid) Petrol / diesel (ICE), Hybrid (HEV), Plug-in hybrid / EREV 15% CIF value
VAT Raised from 12% on 1 January 2026. 16% CIF + duty

Before you quote: The 15,000-unit duty-and-VAT-free EV quota was exhausted around 15 October 2025. An electric car no longer clears free — budget 16% VAT plus the recycling fee. The recycling fee (50 MRP × a coefficient for engine volume and age) is not modelled here; confirm the current figure before quoting.

Importing a Chinese car to Russia

Verify before you quote · checked 2026-09-06

Assessed on: Customs value under EAEU rules.

Charge Rate Calculated on
Import tariff 15% CIF value
VAT 20% CIF + duty

Before you quote: The recycling fee (утильсбор) is the number that decides whether a unit pencils out, and it is deliberately NOT estimated here. Since December 2025 it scales with engine power and the preferential rate is kept only up to 160 hp — nearly every popular Chinese export SUV sits above that line. It is indexed annually and has changed repeatedly. Model it per unit before you commit to a container.

Importing a Chinese car to Chile

Verify before you quote · checked 2026-09-06

Assessed on: CIF value as assessed by Aduana.

Charge Rate Calculated on
IVA (VAT) 19% CIF + duty

Before you quote: The Chile–China FTA can give preferential treatment to qualifying Chinese-origin goods, so customs duty is not shown as a flat rate — verify the exact 8703 subheading, the 2026 preferential rate and your origin certificate. Preference is not automatic, and if a condition fails Chile applies the general tariff. Separately, a vehicle registered in Chile needs the applicable 3CV homologation route.

Importing a Chinese car to Uzbekistan

Verify before you quote · checked 2026-09-26

Assessed on: Customs value; treatment is derived from HS code, origin, sending country and trading country. Import VAT is charged on customs value + customs duty + excise (Tax Code Art. 254); the utilisation fee and customs clearance fee are fixed BRV amounts outside that base.

Charge Rate Calculated on
Customs duty (battery electric) Battery electric (BEV) HS 8703 80, vehicles driven only by an electric motor: 0% in the tariff (PP-3818 Annex 1, 2026 edition), with no age condition. 0% duty is not a free clearance: VAT and the utilisation fee still apply. 0% CIF value
Customs duty (hybrid / plug-in, ≤1 year from production) Hybrid (HEV), Plug-in hybrid / EREV HS 8703 40-70 (petrol or diesel engine plus electric motor), new and no more than one year since production: 15% of customs value, no per-cm³ element. Older than one year it falls to the heading default of 30%. Some dealer sites say plug-in hybrids clear at 0% like EVs; the tariff does not say that. An EREV is classified by customs, not by marketing: expect 8703 60/70 (15%), not 8703 80. 15% CIF value
Customs duty (hybrid / plug-in, used) Hybrid (HEV), Plug-in hybrid / EREV The tariff gives a separate rate only for new hybrids no older than one year; every other 8703 vehicle not listed takes the heading rate of 30%. 30% CIF value
Customs duty, % part only (new ≤1 year) — plus US$0.4–1.25 per cm³, NOT included Petrol / diesel (ICE) Mixed rate: 15% of customs value PLUS a fixed amount per cm³ of engine. Petrol: ≤1,000 cm³ $0.4; 1,000-1,500 cm³ $0.6; 1,500-1,800 cm³ $0.8; 1,800-3,000 cm³ $1.0; >3,000 cm³ $1.25. Diesel: ≤1,500 cm³ $0.6; 1,500-2,500 cm³ $0.8; >2,500 cm³ $1.25. Add that amount yourself (a 1,998 cm³ petrol unit adds about $1,998). New but more than one year since production: 30% + $1.8-3.0 per cm³. 15% CIF value
Customs duty, % part only (used) — plus US$3 per cm³, NOT included Petrol / diesel (ICE) Used petrol or diesel passenger cars: 40% of customs value PLUS $3 per cm³ in every engine band. Add the per-cm³ amount yourself. 40% CIF value
Excise tax None on passenger cars. The 2026 excise rate lists in the Tax Code (Arts. 289-1 to 289-3) cover tobacco, alcohol, fuels, polyethylene, gas, sweetened and energy drinks and chips, and no vehicles. Import excise on 8703 cars was abolished from 1 August 2020. 0% CIF value
VAT Tax Code Art. 258 (12%); base per Art. 254 is customs value + customs duty + excise. On a petrol/diesel unit the real base is higher than shown, because the per-cm³ duty is part of it. 12% CIF + duty

Electric vehicles: A battery-electric car pays 0% duty and no excise in Uzbekistan, against 15% plus a per-cm³ charge for a new petrol car. That is the whole EV advantage, and it is smaller than it looks: since 1 May 2025 the utilisation fee on an EV (120 BRV up to 3 years old, 210 BRV after) is the same as on a 1,000-2,000 cm³ petrol car. Plug-in hybrids and EREVs are NOT treated as EVs by the tariff: budget 15% duty for a new unit.

Before you quote: The petrol/diesel duty lines above show only the percentage part of a mixed rate. Uzbekistan adds a fixed US$ amount per cm³ of engine (new ≤1 year: $0.4-1.25; used: $3), and the calculator does not add it, so a combustion quote from this page is too low. Three more charges are fixed amounts, not percentages, and are also not in the total: the utilisation fee (petrol/hybrid by engine size, ≤3 years / >3 years: under 1,000 cm³ 30/90 BRV, 1,000-2,000 cm³ 120/210, 2,000-3,000 cm³ 180/330, 3,000-3,500 cm³ 180/390, over 3,500 cm³ 300/480; battery EV 120/210); the customs clearance fee per declaration (1 BRV up to $10,000 customs value, 1.5 BRV to $20,000, 2.5 BRV to $40,000, 4 BRV to $60,000, rising to 25 BRV at $1m); and the BRV itself, which is indexed (reported as 440,000 so'm from 1 September 2026). Age drives everything: a unit more than one year past its production date loses the 15% rate, and a China-registered "zero-km used" car may be declared as used (40% + $3 per cm³). The 0%/5% concession for sub-1,200 cm³ cars ended on 1 January 2026, and the tariff doubles for non-MFN origins. Run the HS code in the Integrated Tariff service before you quote. Clearing in Kazakhstan is not a shortcut: the Kazakhstan-only clause blocks it.

Importing a Chinese car to Ethiopia

Verify before you quote · checked 2026-09-26

Assessed on: Customs value (CIF) converted to birr at the customs exchange rate. Customs can replace your invoice with its own valuation. VAT is charged on customs value plus duty. The social welfare levy and the 3% advance income tax are left out of the VAT base.

Charge Rate Calculated on
Customs duty (fully built BEV) Battery electric (BEV) Sources disagree. The 2022 EV incentive set 15% for fully built EVs, and that figure was still reported in September 2024. Reports from November 2024 say it rose to 20%. We could not retrieve the tariff line from the Customs Commission, so both ends are shown. Get the rate for your HS code confirmed in writing. 15–20% CIF value
Social welfare levy Battery electric (BEV) Regulation 519/2022: 3% of CIF. It is not charged on goods that pay the 10% import surtax. EVs are reported as surtax-exempt, so they pay this levy instead. By regulation it is not part of the base for other import taxes. 3% CIF value
Advance income tax (withholding on import) Battery electric (BEV) Income Tax Proclamation 979/2016, Art. 85: 3% of customs value plus insurance and freight, paid before release by commercial importers. It is credited against the importer's annual business income tax, so it is a prepayment rather than a final cost. 3% CIF value
VAT Battery electric (BEV) EVs no longer have a VAT exemption. Directive 1006/2024 cancelled VAT exemptions granted by Ministry directive. VAT Proclamation 1341/2024 does not list EVs among exempt imports and cancels exemptions in any other law. Base: customs value + duty (+ excise if any), excluding the levy and the advance tax. 15% CIF + duty

Electric vehicles: Only a battery-electric car has a rate stack here. The 2022 "tax-free EV" package has been partly unwound. VAT returned at 15% with the August 2024 VAT Proclamation, and the fully built duty is 15% or 20% depending on the source. The excise and 10% surtax exemptions for EVs are still reported as current, but we found them only in Ministry announcements and press, not in legal text. If either one lapses, the unit pays excise plus 10% surtax, and the 3% levy then drops away.

Before you quote: Petrol and diesel passenger cars cannot be imported into Ethiopia. The ban has applied since early 2024, was extended to SKD/CKD kits in May 2025 and to trucks in October 2025. We show no rates for them. Hybrids, PHEVs and EREVs have a combustion engine, and we found no primary text confirming they can be imported. Treat them as not importable unless Customs gives written admissibility and HS classification before the car leaves China. For a BEV, the biggest open item is the duty rate (15% or 20%). We could not reach the Customs Commission site on 2026-09-26 to settle it. Foreign-exchange approval from your bank is often a harder constraint than the tax itself.

Importing a Chinese car to Oman

Verify before you quote · checked 2026-09-26

Assessed on: Customs value under the GCC Common Customs Law (transaction value first); duty is levied on the CIF value. Import VAT is charged on that customs value plus the duty and any other taxes or charges due on import (VAT Law, Article 34).

Charge Rate Calculated on
Customs duty (GCC common external tariff) GCC CET rate, collected once at the first GCC point of entry. Not yet confirmed against Oman's own 12-digit tariff line for your model — have your broker confirm the line. 5% CIF value
VAT Collected by Oman Customs with the duty on the Bayan declaration. Due at the Omani border even if the car was already cleared in the UAE. 5% CIF + duty

Electric vehicles: Oman granted battery-electric and hydrogen cars a 100% customs duty exemption, 0% VAT and a waiver of the ROP registration fee for three years from 1 July 2023, "subject to extension". That period ran to 30 June 2026 and we found no published extension as of September 2026, so the figures above charge a BEV the standard duty and VAT. Treat the exemption as expired unless the Tax Authority, Oman Customs or your broker confirms an extension in writing. PHEV, EREV and hybrid models were never covered — the conditions require a fully electric motor or hydrogen engine.

Before you quote: Two traps. First, do not price a BEV at zero duty and zero VAT: the 2023 exemption was for three years and no extension has been published. Second, if the cars come through Jebel Ali and are cleared duty-paid in the UAE, Oman still charges its own import VAT, and duty can be charged again if the UAE duty-paid evidence is missing or does not match the VINs. The fixed MoCIIP permit and certificate fees (OMR 5 each) and ROP registration fees are not modelled here.

Importing a Chinese car to Côte d'Ivoire

Rates cited to an authority · checked 2026-09-26

Assessed on: Customs value (CIF) as set in the Final Classification and Value Report (RFCV) issued before the declaration is lodged, not your invoice alone. All TEC lines are ad valorem on that value.

Charge Rate Calculated on
Customs duty (DD) ECOWAS CET category 3. Same 20% for petrol, diesel, hybrid, plug-in hybrid and battery-electric built-up cars, new or used (March 2026 tariff). The 5% rate is only for vehicles imported for the local assembly industry. 20% CIF value
Statistical fee (RS) 1% CIF value
UEMOA community solidarity levy (PCS) 0.8% CIF value
ECOWAS community levy (PCC) 0.5% CIF value
African Union levy (PUA) 0.2% CIF value
Special tax, passenger cars of 13 fiscal CV or more CGI art. 418: 10% on customs value plus all duties and taxes except VAT, only for passenger cars rated at 13 fiscal horsepower (CV) or more; nil below 13 CV. It turns on the fiscal horsepower rating, not the powertrain, so an electric or hybrid SUV can be caught too: ask your broker how customs rates your exact model. VAT is then charged on top of this tax as well (UEMOA VAT directive Art. 27); the calculator adds it to the VAT base. 0–10% CIF + duty + levies
VAT (TVA) UEMOA VAT Directive art. 27: import base is customs value plus all duties and taxes collected at entry, excluding VAT itself. 18% CIF + duty + levies

Electric vehicles: No electric-vehicle import relief is in force: the March 2026 customs tariff charges a new built-up battery-electric car (8703.80.19) the same 20% duty and 18% VAT as a petrol car, and the 2026 fiscal annex adds no EV import measure. Do not quote an exemption unless your broker can point to the text for your HS line and arrival date.

Before you quote: The 10% special tax on passenger cars of 13 fiscal horsepower or more is not a column in the customs tariff, so it is the line most often left out of a quote, and it depends on the fiscal CV rating rather than on whether the car is petrol or electric. Used passenger cars may not be imported if more than five years have passed since first registration abroad (Decree 2017-792), so price Chinese stock as new. Fixed per-declaration fees (IT/SYDAM fee, cargo tracking note BSC, RFCV inspection, port charges) and broker fees are not in the percentages above, and only a licensed customs broker can lodge the declaration.

Markets with no publishable flat rate

In these countries the charge is derived per HS code, per VIN or per importer, so a single percentage would be wrong more often than right. We link the government service instead.

Georgia

Georgia taxes a car by engine size, not by price, so no percentage is published here. Since 2 April 2026 (Law N1477): excise is GEL 1.50 per cm³ for cars aged 0-6 years and GEL 4.50 per cm³ above 6 years, tripled for right-hand-drive or converted-steering cars (age = customs declaration year minus production year). Import tax is GEL 0.05 per cm³ plus 5% of that amount for each year in operation. Import VAT does not apply to HS 8703 passenger cars. Cars already loaded or in transit before 2 April 2026 (proven by bill of lading, CMR or carrier document with VIN) keep the old excise rates. For re-export traders: a car released into free circulation and exported out of Georgia within 180 calendar days can recover 100% of the excise and import tax paid (Art. 189(8), Art. 198(3)); customs service fees, storage and transport are not part of that refund. Run the VIN through the Revenue Service calculator and get the broker to confirm in writing.

FAQ

Questions buyers actually ask

How accurate is this landed-cost estimate?
It is a budgeting tool, not a customs declaration. Every rate is published with the source we took it from and the date we last checked it, and where a government publishes a band rather than a single rate we show the band instead of picking a number. Duty regimes in these markets change mid-year — Nigeria cut vehicle duty in 2026, Kazakhstan raised VAT and exhausted its EV quota, Russia re-based the recycling fee on engine power — so confirm the current stack with your clearing agent before you commit to a deposit.
Why do some countries show no percentage at all?
Because publishing one would be dishonest. Uzbekistan derives treatment from HS code, origin, sending country and trading country through its Integrated Tariff service. Georgia charges by vehicle age and technical characteristics per VIN. Ethiopia depends on the Customs Commission tariff plus any exemption the importer holds. For those markets we link the official calculator instead of inventing a rate.
Why is Kenya calculated differently?
Kenya Revenue Authority does not assess on your invoice. It values the vehicle from its CRSP schedule, a published retail price list depreciated for age, and every duty and tax line is computed from that figure. If the CRSP value for your model is higher than your CIF, the whole stack scales up with it. Use the estimate here for shape, then re-run it on the CRSP value for the exact model and year.
Does the calculator include the recycling fee for Russia and Kazakhstan?
No, and that is deliberate. Russia ties the recycling fee to engine power with the preferential rate kept only up to 160 hp, and nearly every popular Chinese export SUV sits above that line. Kazakhstan calculates it as 50 MRP multiplied by a coefficient for engine volume and age. Both are indexed and have changed repeatedly, so they must be modelled per unit and per date rather than estimated from a percentage.
Is an electric vehicle always cheaper to land than a petrol one?
No, but it often is, and the gap is usually bigger than the FOB difference suggests. Ghana applies a reduced EV duty band against 35–45% for combustion vehicles. Kenya charges 10% excise on electric and hybrid units against a petrol band reaching 35%. Kazakhstan keeps a 0% WTO tariff on electric vehicles, though they now carry 16% VAT and a Kazakhstan-only clause that blocks re-export into the EAEU. Every one of those advantages depends on an incentive that a government can withdraw.
What is not included in this estimate?
Inland transport in China, export handling and documentation, destination port charges, storage and demurrage, clearing agent fees, conformity and homologation costs such as SABER in Saudi Arabia, ESMA in the UAE or 3CV in Chile, local registration, and any recycling or utilisation fee. Ask us for a full quote and we itemise all of it.
