Import Cars from China to Angola (2026): the Five-Year Rule and What Actually Sells
Angola caps used light vehicles at five years from first registration, which pushes the market toward new units. The verified age limits, the real brand ranking, and the FX constraint that decides whether an order completes.
Angola caps imported light vehicles at five years from first registration under Decreto Presidencial 155/20, which is tight enough to remove most used-import trade and push the market toward new units — and China was already the largest single origin for Angolan vehicle imports in H1 2024 at 2,148 of 8,207. Two numbers get repeated wrongly: the age limit is five years, not the three or six from the superseded 2010 and 2018 decrees, and Jetour is not Angola's top-selling brand — Suzuki is, at roughly 31% share, with Chery the highest Chinese brand at fourth. The real constraint on an Angolan order is foreign exchange and letter-of-credit access, not duty.

The Rule That Decides Everything: Five Years
Angola caps the age of imported used vehicles, and the cap is tight enough to change what you should ship.
Under Decreto Presidencial n.º 155/20, in force since 1 June 2020, Article 17(2) sets the limits counted from the date of first registration, not from manufacture:
| Category | Maximum age |
|---|---|
| Light vehicles (ligeiros) | 5 years |
| Heavy vehicles (pesados) | 8 years |
| Heavy vehicles for collective passenger transport | 5 years — Article 17(4) |
| Motorcycles (motociclos) | 3 years |
Check the number your freight forwarder gave you. Two older regimes are still quoted all over the internet: Decreto Presidencial 135/10 set light vehicles at 3 years, and 161/18 set them at 6. Both were superseded by 155/20. If someone quotes you 3 or 6 years for a light vehicle in 2026, they are reading a repealed decree.
Article 17(6) lists the exceptions where the age cap does not apply — diplomatic and consular vehicles, competition vehicles, collector and exhibition vehicles, vehicles over 30 years imported for cultural purposes, donations to recognised non-profits, inherited vehicles, vehicles belonging to Angolan diplomats, students or workers returning after more than a year abroad, agricultural tractors, and specialised equipment such as concrete mixers, cranes and street sweepers.
Why This Favours New Chinese Vehicles
A five-year cap on light vehicles removes most of the used-import trade that dominates neighbouring markets. In Ghana the limit is fifteen years; in Kenya it is eight and tightening. In Angola, a five-year-old car is already at the edge, which pushes buyers toward new or nearly-new units — exactly what a China export programme supplies.
The trade data agrees. In the first half of 2024, Angola imported 8,207 vehicles in total, new and used, and China was the single largest origin at 2,148 units, ahead of the UAE (1,208), Japan (1,005), India (831), Belgium (828) and South Korea (803).
Be Realistic About Market Size
Angola is a small, volatile market, and anyone telling you otherwise is selling something.
- 2014: 40,686 new units. 2018: 2,654. 2025: 6,175 per ACETRO, the dealers' association covering 33 member dealers, or 8,141 on Best Selling Cars Blog's broader count.
- Today's market is roughly 15–20% of its 2014 peak
- The 2025 recovery was real, though: ACETRO recorded +37.7% year on year, with light passenger vehicles up 49% to 4,876 units
- Total H1 2024 imports fell 66% year on year, from 23,823 to 8,207 — the swings are violent
Drivers cited for the 2025 rebound: better foreign-exchange availability, the 50th anniversary of independence, and buyers shifting to smaller, cheaper models as purchasing power fell.
Who Actually Sells Here — and One Claim to Stop Repeating
The ACETRO brand ranking for 2025:
| Rank | Brand | Units |
|---|---|---|
| 1 | Suzuki | 3,414 |
| 2 | Toyota | 689 |
| 3 | Hyundai | 375 |
| 4 | Chery | 270 |
| 5 | Renault | 207 |
| 6 | Nissan | 139 |
Jetour does not appear in that table, and it is not in Best Selling Cars Blog's 2025 top ten either. You will see "Jetour is the top-selling brand in Angola" repeated across the trade press. The original source is a Jetour press release from March 2025, and what it actually claims is narrower: *"Jetour Angola has held the top spot in market share within the country's SUV sector since 2021."* That is an SUV-segment claim with no units and no percentage attached. Both independent datasets put Suzuki clearly first overall, with roughly 31% share.
We would rather tell you that than have you build a business case on a paraphrase.
What is verifiable about Jetour in Angola is the retail footprint, and it is substantial: seven or more showrooms — five in Luanda (Viana, Kilamba Kiaxi, Talatona, 1 de Maio, Benfica) plus Benguela and Lubango — a new Mutamba store opened 24 July 2026, the G700 launched in April 2026, and a presence at FILDA 2026. That is a real dealer network, not a paper distributor.
Other Chinese brands with confirmed presence: GAC is strong at model level (GS4 was the #3 best-selling model in 2025, GS3 was #7), Chery is the #4 brand overall, and Changan, Dongfeng and Geely all operate in Luanda.
Local Assembly Has Started
Opaia Motors launched on 20 January 2026 in the Luanda Special Economic Zone at Icolo e Bengo, described as Angola's only operational vehicle assembly plant. Claimed capacity is 22,000 light vehicles and 1,000 buses per year, with 1,500 employees and a target of 3,500. Its named partners include Volvo, Chery and DONGYANG, financed by Afreximbank.
For an exporter this matters in two directions: it creates a CKD/SKD channel that may carry different duty treatment from fully-built units, and it signals that the Angolan government is pushing assembly over import. Confirm which side your shipment falls on before you price it.
Duties: What We Will Not Tell You
We publish landed-cost estimates for eleven markets with rates traced to an external authority. Angola is not one of them, because we have not found a duty schedule we can source and stand behind.
We are not going to invent a percentage. What we can tell you is that the binding constraint in Angola is usually not the duty rate at all — it is foreign exchange. Kwanza availability and letter-of-credit access have gated vehicle imports for years, and the 2025 recovery was attributed largely to FX loosening rather than demand returning.
Send us the model, quantity and destination port and we will have the current stack confirmed by a licensed Angolan clearing agent before you commit to a price. If you need a market where we already publish the full duty stack, the landed-cost calculator covers Nigeria, Ghana, Kenya, the UAE, Saudi Arabia, Kazakhstan, Russia, Chile, Uzbekistan, Georgia and Ethiopia.
Practical Notes for an Angola Shipment
Port: Luanda is the main entry; Lobito serves the central corridor.
Currency: Invoice in USD. The kwanza was around 919 to the dollar in April 2026 and has moved substantially; a Kwanza-denominated quote held for weeks is a margin you have already lost.
Payment: Back first orders with a letter of credit. LC access is the practical bottleneck for Angolan importers, and a buyer who can open one is a buyer who can actually complete.
Language: Angola is Portuguese-speaking. Manuals, infotainment language packs and service documentation in Portuguese are worth specifying at order stage, not after arrival.
Age documentation: Because the cap runs from first registration, the registration document — not the build plate — is what customs will read. For new units this is moot, which is another reason the five-year rule pushes this market toward new vehicles.
Confirm Before You Order
Angola has changed its vehicle import decree three times since 2010, and there are public calls to suspend the current restriction, so this is politically live. The age limits above were verified against the text of Decreto Presidencial 155/20 on 11 September 2026. Have your clearing agent confirm the current position for your HS code and shipping date before you buy.
