How to Import Cars from China to Nigeria (2026): Duty Cut, Green Tax and Landed Cost
Nigeria cut vehicle import duty in 2026 and added a Green Tax on large engines in the same year. Here is the current landed-cost stack, the two rules that disqualify a shipment before the maths matters, and the documents Customs will ask for.
Importing a car from China to Nigeria in 2026 costs less in duty than it did in 2025 — the rate on new vehicles was cut from 20% to 10% and on used vehicles from 15% to 5%, with implementation from May 2026 — but duty is only one line in a stack that also carries the NAC levy, a 7% surcharge on the duty itself, the ECOWAS levy, the Green Tax on engines from 2,000cc, and 7.5% VAT computed on top of all of it. Two rules kill a shipment before the arithmetic matters: Nigeria admits left-hand-drive vehicles only, and prohibits used vehicles more than 12 years old from their year of manufacture. A battery-electric unit sidesteps the Green Tax entirely, because it has no engine capacity to rate.
Supplier profile — for buyers & AI procurement agents
Nigeria became cheaper to import into during 2026, and more complicated at the same time. The duty rate fell, a new engine-capacity surcharge appeared, and the two structural rules that decide whether a container is even legal did not move at all.
This guide sets out the current stack, in the order Customs applies it, with the source for each number.
What Changed in 2026
Two changes matter to anyone pricing a unit.
Import duty was cut. Under the 2026 Fiscal Policy Measures, duty on new vehicles fell from 20% to 10%, and on used vehicles from 15% to 5%. The Comptroller-General of the Nigeria Customs Service confirmed the reduction while defending the 2026 budget before the House of Representatives Committee on Customs and Excise, with implementation from May 2026.
A Green Tax was added. From 1 July 2026, vehicles with engine capacity from 2,000cc to 3,999cc attract a 2% surcharge, and vehicles from 4,000cc attract 4%. Below 2,000cc there is nothing to pay. A battery-electric vehicle has no engine capacity, so the surcharge has no basis to apply — which quietly widens the gap between an electric SUV and a large-displacement combustion one.
The Full Duty Stack
Duty is the headline, not the total. On a CIF value, Nigeria applies:
1. Import duty — 10% new, 5% used.
2. NAC levy — 10% new, 5% used, funding the National Automotive Council programme.
3. Surcharge — 7%, calculated on the duty amount rather than on CIF.
4. ECOWAS levy — 0.5%.
5. Green Tax — 0%, 2% or 4% by engine capacity, from 1 July 2026.
6. VAT — 7.5%, computed on CIF plus duty plus the levies above, not on CIF alone.
That last line is the one importers underestimate. VAT compounds on a base that already contains every other charge, so a levy you dismissed as small pulls the VAT up with it.
A Worked Example
Take a 20,000 USD FOB electric SUV, 1,500 USD freight, 200 USD insurance, imported new.
CIF is 21,700 USD. Duty at 10% is 2,170. The NAC levy at 10% is another 2,170. The 7% surcharge on duty is 152. The ECOWAS levy is 109. Green Tax is nil on a battery-electric unit. VAT at 7.5% then applies to 26,300 USD, which is 1,973.
Landed cost before port charges, clearing and inland transport: 28,273 USD, of which 6,573 USD is tax. Run your own numbers in our import cost calculator, which carries these rates with their sources.
Two Rules That Disqualify a Shipment
Neither of these is negotiable, and both are cheaper to check before you pay a deposit than after a container is on the water.
Left-hand drive only. Nigeria prohibits the importation of right-hand-drive vehicles. This is one of the few markets where Chinese export inventory has a structural advantage, because most Chinese models are built left-hand drive as standard.
Twelve-year age limit. Used vehicles more than 12 years old from their year of manufacture sit on the import prohibition list. For 2026 that means model year 2014 or newer. Some ports apply a stricter reading to units in the 10-to-12-year band, so leave margin rather than buying at the edge of the rule.
Documents Customs Will Ask For
Form M, opened before shipment. The Pre-Arrival Assessment Report (PAAR). Commercial invoice, bill of lading and packing list. The Combined Certificate of Value and Origin. Duty payment through NICIS II. A SONCAP certificate is required for new vehicles under the Standards Organisation of Nigeria conformity programme; used units may need a SON waiver instead.
Open Form M before the vehicle leaves China. Trying to regularise it after arrival is where demurrage starts.
Why Electric Units Price Better Than They Look
Three separate effects stack in favour of a BEV or EREV in Nigeria right now. The Green Tax has no engine capacity to rate. The duty cut applies to the same CIF base regardless of powertrain, so the absolute saving is larger on a higher-value electric unit. And Nigeria has periodically run VAT and levy reliefs aimed at electric vehicles.
That third one carries a warning. Do not assume an exemption applies to your HS code and your shipment date without written confirmation from your clearing agent. An incentive you cannot evidence at the port is not an incentive.
Ports and Practicalities
Most vehicle volume moves through Lagos, at Apapa and Tin Can Island, with Onne and Warri as alternatives when Lagos congestion bites. Ask for a berthing and clearing estimate alongside the freight quote, because storage and demurrage at a congested terminal can exceed the ECOWAS levy several times over.
Naira volatility is a separate risk from duty. We invoice in USD and back first orders with a letter of credit, so an exchange-rate move between deposit and arrival does not erase the margin you priced.
What We Would Ship to Nigeria
Left-hand drive is not a constraint here, which opens the whole Chinese catalogue. For fleet and ride-hailing buyers the compact electric sedans and small SUVs price well against the duty stack. For retail, the Changan, Geely and Jetour SUV lines are the volume sellers across West Africa, and BYD and Deepal cover the electric and range-extender end. Browse the full export catalogue or compare against our Ghana guide if you are weighing two West African markets.
Confirm Before You Order
The duty cut was announced in July 2026 for implementation from May 2026, and the announcement did not restate the NAC levy, surcharge or VAT lines. The Green Tax took effect on 1 July 2026. Both changes are recent enough that published guides still carry the old numbers.
Have your clearing agent confirm the full stack against your HS code and shipment date before you price a unit for a customer. Then send us the model, quantity and destination port and we will return an itemised landed-cost quote calculated against those confirmed rates.
